It took President Bush until Wednesday night to address the American people about the nation’s financial crisis, and pretty much all he had to offer was fear itself.
There was no acknowledgement of the shocking failure of government regulation, or that the country cannot afford more tax cuts for the very wealthy and budget-busting wars, or that spending at least $700 billion of taxpayers’ money to bail out Wall Street and the banks should be done carefully, transparently and with oversight by Congress and the courts.
We understand why he may have been reluctant to address the nation, since his contempt for regulation is a significant cause of the current mess. But he could have offered a great deal more than an eerily dispassionate primer on the credit markets in which he took no responsibility at all for the financial debacle.
He promised to protect taxpayers with his proposed bailout, but he did not explain how he would do that other than a superficial assurance that in sweeping up troubled assets, government would buy low and sell high. And he warned that “our entire economy is in danger” unless Congress passes his bailout plan immediately.
In the end, Mr. Bush’s appearance was just another reminder of something that has been worrying us throughout this crisis: the absence of any real national leadership, including on the campaign trail.
Given Mr. Bush’s shockingly weak performance, the only ones who could provide that are the two men battling to succeed him. So far, neither John McCain nor Barack Obama is offering that leadership.
What makes it especially frustrating is that this crisis should provide each man a chance to explain his economic policies and offer a concrete solution to the current crisis.
Mr. McCain is doing distinctly worse than Mr. Obama. First, he claimed that the economy was strong, ignoring the deep distress of the hundreds of thousands of Americans who have already lost their homes. Then he called for a 9/11-style commission to study the causes of the crisis, as if there were a mystery to be solved. Over the last few days he has become a born-again populist, a stance entirely at odds with the career, as he often says, started as “a foot soldier in the Reagan revolution.”
After daily pivoting, Mr. McCain now says that the bailout being debated in Congress has to protect taxpayers, that all the money has to be spent in public and that a bipartisan board should “provide oversight.” But he offered not the slightest clue about how he would ensure that taxpayers would ever “recover” the bailout money.
Mr. McCain proposed capping executives’ pay at firms that get bailout money, a nicely punitive idea but one that does nothing to mitigate the crisis. And that is about as far as his new populism went.
What is most important is that Mr. McCain hasn’t said a word about strengthening regulation or budged one inch from his insistence on maintaining Mr. Bush’s tax cuts for the wealthy. That trickle-down notion has done nothing to improve the lives of most Americans and, even without a $700 billion bailout, saddled generations to come with crippling deficits.
Mr. Obama has been clearer on the magnitude and causes of the financial crisis. He has long called for robust regulation of the financial industry, and he said early on that a bailout must protect taxpayers. Mr. Obama also recognizes that the wealthy must pay more taxes or this country will never dig out of its deep financial hole. But as he does too often, Mr. Obama walked up to the edge of offering full prescriptions and stopped there.
We don’t know if Mr. McCain or Mr. Obama will do any good back in Washington. But Mr. McCain’s idea of postponing the Friday night debate was another wild gesture from a candidate entirely too prone to them. The nation needs to hear Mr. Obama and Mr. McCain debate this crisis and demonstrate who is ready to lead.

Operations outside the knowledge and control of commanders have eroded “the coherence of military strategy,” one general says.
L ate last year, Congress agreed to a request from President Bush to fund a major escalation of covert operations against Iran, according to current and former military, intelligence, and congressional sources. These operations, for which the President sought up to four hundred million dollars, were described in a Presidential Finding signed by Bush, and are designed to destabilize the country’s religious leadership. The covert activities involve support of the minority Ahwazi Arab and Baluchi groups and other dissident organizations. They also include gathering intelligence about Iran’s suspected nuclear-weapons program.
Clandestine operations against Iran are not new. United States Special Operations Forces have been conducting cross-border operations from southern Iraq, with Presidential authorization, since last year. These have included seizing members of Al Quds, the commando arm of the Iranian Revolutionary Guard, and taking them to Iraq for interrogation, and the pursuit of “high-value targets” in the President’s war on terror, who may be captured or killed. But the scale and the scope of the operations in Iran, which involve the Central Intelligence Agency and the Joint Special Operations Command (JSOC), have now been significantly expanded, according to the current and former officials. Many of these activities are not specified in the new Finding, and some congressional leaders have had serious questions about their nature.
Under federal law, a Presidential Finding, which is highly classified, must be issued when a covert intelligence operation gets under way and, at a minimum, must be made known to Democratic and Republican leaders in the House and the Senate and to the ranking members of their respective intelligence committees—the so-called Gang of Eight. Money for the operation can then be reprogrammed from previous appropriations, as needed, by the relevant congressional committees, which also can be briefed.
“The Finding was focussed on undermining Iran’s nuclear ambitions and trying to undermine the government through regime change,” a person familiar with its contents said, and involved “working with opposition groups and passing money.” The Finding provided for a whole new range of activities in southern Iran and in the areas, in the east, where Baluchi political opposition is strong, he said.
Although some legislators were troubled by aspects of the Finding, and “there was a significant amount of high-level discussion” about it, according to the source familiar with it, the funding for the escalation was approved. In other words, some members of the Democratic leadership—Congress has been under Democratic control since the 2006 elections—were willing, in secret, to go along with the Administration in expanding covert activities directed at Iran, while the Party’s presumptive candidate for President, Barack Obama, has said that he favors direct talks and diplomacy.
The request for funding came in the same period in which the Administration was coming to terms with a National Intelligence Estimate, released in December, that concluded that Iran had halted its work on nuclear weapons in 2003. The Administration downplayed the significance of the N.I.E., and, while saying that it was committed to diplomacy, continued to emphasize that urgent action was essential to counter the Iranian nuclear threat. President Bush questioned the N.I.E.’s conclusions, and senior national-security officials, including Secretary of Defense Robert Gates and Secretary of State Condoleezza Rice, made similar statements. (So did Senator John McCain, the presumptive Republican Presidential nominee.) Meanwhile, the Administration also revived charges that the Iranian leadership has been involved in the killing of American soldiers in Iraq: both directly, by dispatching commando units into Iraq, and indirectly, by supplying materials used for roadside bombs and other lethal goods. (There have been questions about the accuracy of the claims; the Times, among others, has reported that “significant uncertainties remain about the extent of that involvement.”)
Military and civilian leaders in the Pentagon share the White House’s concern about Iran’s nuclear ambitions, but there is disagreement about whether a military strike is the right solution. Some Pentagon officials believe, as they have let Congress and the media know, that bombing Iran is not a viable response to the nuclear-proliferation issue, and that more diplomacy is necessary.
A Democratic senator told me that, late last year, in an off-the-record lunch meeting, Secretary of Defense Gates met with the Democratic caucus in the Senate. (Such meetings are held regularly.) Gates warned of the consequences if the Bush Administration staged a preëmptive strike on Iran, saying, as the senator recalled, “We’ll create generations of jihadists, and our grandchildren will be battling our enemies here in America.” Gates’s comments stunned the Democrats at the lunch, and another senator asked whether Gates was speaking for Bush and Vice-President Dick Cheney. Gates’s answer, the senator told me, was “Let’s just say that I’m here speaking for myself.” (A spokesman for Gates confirmed that he discussed the consequences of a strike at the meeting, but would not address what he said, other than to dispute the senator’s characterization.)
The Joint Chiefs of Staff, whose chairman is Admiral Mike Mullen, were “pushing back very hard” against White House pressure to undertake a military strike against Iran, the person familiar with the Finding told me. Similarly, a Pentagon consultant who is involved in the war on terror said that “at least ten senior flag and general officers, including combatant commanders”—the four-star officers who direct military operations around the world—“have weighed in on that issue.”
The most outspoken of those officers is Admiral William Fallon, who until recently was the head of U.S. Central Command, and thus in charge of American forces in Iraq and Afghanistan. In March, Fallon resigned under pressure, after giving a series of interviews stating his reservations about an armed attack on Iran. For example, late last year he told the Financial Times that the “real objective” of U.S. policy was to change the Iranians’ behavior, and that “attacking them as a means to get to that spot strikes me as being not the first choice.”
Admiral Fallon acknowledged, when I spoke to him in June, that he had heard that there were people in the White House who were upset by his public statements. “Too many people believe you have to be either for or against the Iranians,” he told me. “Let’s get serious. Eighty million people live there, and everyone’s an individual. The idea that they’re only one way or another is nonsense.”
When it came to the Iraq war, Fallon said, “Did I bitch about some of the things that were being proposed? You bet. Some of them were very stupid.”
The Democratic leadership’s agreement to commit hundreds of millions of dollars for more secret operations in Iran was remarkable, given the general concerns of officials like Gates, Fallon, and many others. “The oversight process has not kept pace—it’s been coöpted” by the Administration, the person familiar with the contents of the Finding said. “The process is broken, and this is dangerous stuff we’re authorizing.”
Senior Democrats in Congress told me that they had concerns about the possibility that their understanding of what the new operations entail differs from the White House’s. One issue has to do with a reference in the Finding, the person familiar with it recalled, to potential defensive lethal action by U.S. operatives in Iran. (In early May, the journalist Andrew Cockburn published elements of the Finding in Counterpunch, a newsletter and online magazine.)
The language was inserted into the Finding at the urging of the C.I.A., a former senior intelligence official said. The covert operations set forth in the Finding essentially run parallel to those of a secret military task force, now operating in Iran, that is under the control of JSOC. Under the Bush Administration’s interpretation of the law, clandestine military activities, unlike covert C.I.A. operations, do not need to be depicted in a Finding, because the President has a constitutional right to command combat forces in the field without congressional interference. But the borders between operations are not always clear: in Iran, C.I.A. agents and regional assets have the language skills and the local knowledge to make contacts for the JSOC operatives, and have been working with them to direct personnel, matériel, and money into Iran from an obscure base in western Afghanistan. As a result, Congress has been given only a partial view of how the money it authorized may be used. One of JSOC’s task-force missions, the pursuit of “high-value targets,” was not directly addressed in the Finding. There is a growing realization among some legislators that the Bush Administration, in recent years, has conflated what is an intelligence operation and what is a military one in order to avoid fully informing Congress about what it is doing.
“This is a big deal,” the person familiar with the Finding said. “The C.I.A. needed the Finding to do its traditional stuff, but the Finding does not apply to JSOC. The President signed an Executive Order after September 11th giving the Pentagon license to do things that it had never been able to do before without notifying Congress. The claim was that the military was ‘preparing the battle space,’ and by using that term they were able to circumvent congressional oversight. Everything is justified in terms of fighting the global war on terror.” He added, “The Administration has been fuzzing the lines; there used to be a shade of gray”—between operations that had to be briefed to the senior congressional leadership and those which did not—“but now it’s a shade of mush.”
“The agency says we’re not going to get in the position of helping to kill people without a Finding,” the former senior intelligence official told me. He was referring to the legal threat confronting some agency operatives for their involvement in the rendition and alleged torture of suspects in the war on terror. “This drove the military people up the wall,” he said. As far as the C.I.A. was concerned, the former senior intelligence official said, “the over-all authorization includes killing, but it’s not as though that’s what they’re setting out to do. It’s about gathering information, enlisting support.” The Finding sent to Congress was a compromise, providing legal cover for the C.I.A. while referring to the use of lethal force in ambiguous terms.
The defensive-lethal language led some Democrats, according to congressional sources familiar with their views, to call in the director of the C.I.A., Air Force General Michael V. Hayden, for a special briefing. Hayden reassured the legislators that the language did nothing more than provide authority for Special Forces operatives on the ground in Iran to shoot their way out if they faced capture or harm.
The legislators were far from convinced. One congressman subsequently wrote a personal letter to President Bush insisting that “no lethal action, period” had been authorized within Iran’s borders. As of June, he had received no answer.
Members of Congress have expressed skepticism in the past about the information provided by the White House. On March 15, 2005, David Obey, then the ranking Democrat on the Republican-led House Appropriations Committee, announced that he was putting aside an amendment that he had intended to offer that day, and that would have cut off all funding for national-intelligence programs unless the President agreed to keep Congress fully informed about clandestine military activities undertaken in the war on terror. He had changed his mind, he said, because the White House promised better coöperation. “The Executive Branch understands that we are not trying to dictate what they do,” he said in a floor speech at the time. “We are simply trying to see to it that what they do is consistent with American values and will not get the country in trouble.”
Obey declined to comment on the specifics of the operations in Iran, but he did tell me that the White House reneged on its promise to consult more fully with Congress. He said, “I suspect there’s something going on, but I don’t know what to believe. Cheney has always wanted to go after Iran, and if he had more time he’d find a way to do it. We still don’t get enough information from the agencies, and I have very little confidence that they give us information on the edge.”
None of the four Democrats in the Gang of Eight—Senate Majority Leader Harry Reid, House Speaker Nancy Pelosi, Senate Intelligence Committee chairman John D. Rockefeller IV, and House Intelligence Committee chairman Silvestre Reyes—would comment on the Finding, with some noting that it was highly classified. An aide to one member of the Democratic leadership responded, on his behalf, by pointing to the limitations of the Gang of Eight process. The notification of a Finding, the aide said, “is just that—notification, and not a sign-off on activities. Proper oversight of ongoing intelligence activities is done by fully briefing the members of the intelligence committee.” However, Congress does have the means to challenge the White House once it has been sent a Finding. It has the power to withhold funding for any government operation. The members of the House and Senate Democratic leadership who have access to the Finding can also, if they choose to do so, and if they have shared concerns, come up with ways to exert their influence on Administration policy. (A spokesman for the C.I.A. said, “As a rule, we don’t comment one way or the other on allegations of covert activities or purported findings.” The White House also declined to comment.)
A member of the House Appropriations Committee acknowledged that, even with a Democratic victory in November, “it will take another year before we get the intelligence activities under control.” He went on, “We control the money and they can’t do anything without the money. Money is what it’s all about. But I’m very leery of this Administration.” He added, “This Administration has been so secretive.”
One irony of Admiral Fallon’s departure is that he was, in many areas, in agreement with President Bush on the threat posed by Iran. They had a good working relationship, Fallon told me, and, when he ran CENTCOM, were in regular communication. On March 4th, a week before his resignation, Fallon testified before the Senate Armed Services Committee, saying that he was “encouraged” about the situations in Iraq and Afghanistan. Regarding the role played by Iran’s leaders, he said, “They’ve been absolutely unhelpful, very damaging, and I absolutely don’t condone any of their activities. And I have yet to see anything since I’ve been in this job in the way of a public action by Iran that’s been at all helpful in this region.”
Fallon made it clear in our conversations that he considered it inappropriate to comment publicly about the President, the Vice-President, or Special Operations. But he said he had heard that people in the White House had been “struggling” with his views on Iran. “When I arrived at CENTCOM, the Iranians were funding every entity inside Iraq. It was in their interest to get us out, and so they decided to kill as many Americans as they could. And why not? They didn’t know who’d come out ahead, but they wanted us out. I decided that I couldn’t resolve the situation in Iraq without the neighborhood. To get this problem in Iraq solved, we had to somehow involve Iran and Syria. I had to work the neighborhood.”
Fallon told me that his focus had been not on the Iranian nuclear issue, or on regime change there, but on “putting out the fires in Iraq.” There were constant discussions in Washington and in the field about how to engage Iran and, on the subject of the bombing option, Fallon said, he believed that “it would happen only if the Iranians did something stupid.”
Fallon’s early retirement, however, appears to have been provoked not only by his negative comments about bombing Iran but also by his strong belief in the chain of command and his insistence on being informed about Special Operations in his area of responsibility. One of Fallon’s defenders is retired Marine General John J. (Jack) Sheehan, whose last assignment was as commander-in-chief of the U.S. Atlantic Command, where Fallon was a deputy. Last year, Sheehan rejected a White House offer to become the President’s “czar” for the wars in Iraq and Afghanistan. “One of the reasons the White House selected Fallon for CENTCOM was that he’s known to be a strategic thinker and had demonstrated those skills in the Pacific,” Sheehan told me. (Fallon served as commander-in-chief of U.S. forces in the Pacific from 2005 to 2007.) “He was charged with coming up with an over-all coherent strategy for Iran, Iraq, and Afghanistan, and, by law, the combatant commander is responsible for all military operations within his A.O.”—area of operations. “That was not happening,” Sheehan said. “When Fallon tried to make sense of all the overt and covert activity conducted by the military in his area of responsibility, a small group in the White House leadership shut him out.”
The law cited by Sheehan is the 1986 Defense Reorganization Act, known as Goldwater-Nichols, which defined the chain of command: from the President to the Secretary of Defense, through the chairman of the Joint Chiefs of Staff, and on to the various combatant commanders, who were put in charge of all aspects of military operations, including joint training and logistics. That authority, the act stated, was not to be shared with other echelons of command. But the Bush Administration, as part of its global war on terror, instituted new policies that undercut regional commanders-in-chief; for example, it gave Special Operations teams, at military commands around the world, the highest priority in terms of securing support and equipment. The degradation of the traditional chain of command in the past few years has been a point of tension between the White House and the uniformed military.
“The coherence of military strategy is being eroded because of undue civilian influence and direction of nonconventional military operations,” Sheehan said. “If you have small groups planning and conducting military operations outside the knowledge and control of the combatant commander, by default you can’t have a coherent military strategy. You end up with a disaster, like the reconstruction efforts in Iraq.”
Admiral Fallon, who is known as Fox, was aware that he would face special difficulties as the first Navy officer to lead CENTCOM, which had always been headed by a ground commander, one of his military colleagues told me. He was also aware that the Special Operations community would be a concern. “Fox said that there’s a lot of strange stuff going on in Special Ops, and I told him he had to figure out what they were really doing,” Fallon’s colleague said. “The Special Ops guys eventually figured out they needed Fox, and so they began to talk to him. Fox would have won his fight with Special Ops but for Cheney.”
The Pentagon consultant said, “Fallon went down because, in his own way, he was trying to prevent a war with Iran, and you have to admire him for that.”
In recent months, according to the Iranian media, there has been a surge in violence in Iran; it is impossible at this early stage, however, to credit JSOC or C.I.A. activities, or to assess their impact on the Iranian leadership. The Iranian press reports are being carefully monitored by retired Air Force Colonel Sam Gardiner, who has taught strategy at the National War College and now conducts war games centered on Iran for the federal government, think tanks, and universities. The Iranian press “is very open in describing the killings going on inside the country,” Gardiner said. It is, he said, “a controlled press, which makes it more important that it publishes these things. We begin to see inside the government.” He added, “Hardly a day goes by now we don’t see a clash somewhere. There were three or four incidents over a recent weekend, and the Iranians are even naming the Revolutionary Guard officers who have been killed.”
Earlier this year, a militant Ahwazi group claimed to have assassinated a Revolutionary Guard colonel, and the Iranian government acknowledged that an explosion in a cultural center in Shiraz, in the southern part of the country, which killed at least twelve people and injured more than two hundred, had been a terrorist act and not, as it earlier insisted, an accident. It could not be learned whether there has been American involvement in any specific incident in Iran, but, according to Gardiner, the Iranians have begun publicly blaming the U.S., Great Britain, and, more recently, the C.I.A. for some incidents. The agency was involved in a coup in Iran in 1953, and its support for the unpopular regime of Shah Mohammed Reza Pahlavi—who was overthrown in 1979—was condemned for years by the ruling mullahs in Tehran, to great effect. “This is the ultimate for the Iranians—to blame the C.I.A.,” Gardiner said. “This is new, and it’s an escalation—a ratcheting up of tensions. It rallies support for the regime and shows the people that there is a continuing threat from the ‘Great Satan.’ ” In Gardiner’s view, the violence, rather than weakening Iran’s religious government, may generate support for it.
Many of the activities may be being carried out by dissidents in Iran, and not by Americans in the field. One problem with “passing money” (to use the term of the person familiar with the Finding) in a covert setting is that it is hard to control where the money goes and whom it benefits. Nonetheless, the former senior intelligence official said, “We’ve got exposure, because of the transfer of our weapons and our communications gear. The Iranians will be able to make the argument that the opposition was inspired by the Americans. How many times have we tried this without asking the right questions? Is the risk worth it?” One possible consequence of these operations would be a violent Iranian crackdown on one of the dissident groups, which could give the Bush Administration a reason to intervene.
A strategy of using ethnic minorities to undermine Iran is flawed, according to Vali Nasr, who teaches international politics at Tufts University and is also a senior fellow at the Council on Foreign Relations. “Just because Lebanon, Iraq, and Pakistan have ethnic problems, it does not mean that Iran is suffering from the same issue,” Nasr told me. “Iran is an old country—like France and Germany—and its citizens are just as nationalistic. The U.S. is overestimating ethnic tension in Iran.” The minority groups that the U.S. is reaching out to are either well integrated or small and marginal, without much influence on the government or much ability to present a political challenge, Nasr said. “You can always find some activist groups that will go and kill a policeman, but working with the minorities will backfire, and alienate the majority of the population.”
The Administration may have been willing to rely on dissident organizations in Iran even when there was reason to believe that the groups had operated against American interests in the past. The use of Baluchi elements, for example, is problematic, Robert Baer, a former C.I.A. clandestine officer who worked for nearly two decades in South Asia and the Middle East, told me. “The Baluchis are Sunni fundamentalists who hate the regime in Tehran, but you can also describe them as Al Qaeda,” Baer told me. “These are guys who cut off the heads of nonbelievers—in this case, it’s Shiite Iranians. The irony is that we’re once again working with Sunni fundamentalists, just as we did in Afghanistan in the nineteen-eighties.” Ramzi Yousef, who was convicted for his role in the 1993 bombing of the World Trade Center, and Khalid Sheikh Mohammed, who is considered one of the leading planners of the September 11th attacks, are Baluchi Sunni fundamentalists.
One of the most active and violent anti-regime groups in Iran today is the Jundallah, also known as the Iranian People’s Resistance Movement, which describes itself as a resistance force fighting for the rights of Sunnis in Iran. “This is a vicious Salafi organization whose followers attended the same madrassas as the Taliban and Pakistani extremists,” Nasr told me. “They are suspected of having links to Al Qaeda and they are also thought to be tied to the drug culture.” The Jundallah took responsibility for the bombing of a busload of Revolutionary Guard soldiers in February, 2007. At least eleven Guard members were killed. According to Baer and to press reports, the Jundallah is among the groups in Iran that are benefitting from U.S. support.
The C.I.A. and Special Operations communities also have long-standing ties to two other dissident groups in Iran: the Mujahideen-e-Khalq, known in the West as the M.E.K., and a Kurdish separatist group, the Party for a Free Life in Kurdistan, or PJAK.
The M.E.K. has been on the State Department’s terrorist list for more than a decade, yet in recent years the group has received arms and intelligence, directly or indirectly, from the United States. Some of the newly authorized covert funds, the Pentagon consultant told me, may well end up in M.E.K. coffers. “The new task force will work with the M.E.K. The Administration is desperate for results.” He added, “The M.E.K. has no C.P.A. auditing the books, and its leaders are thought to have been lining their pockets for years. If people only knew what the M.E.K. is getting, and how much is going to its bank accounts—and yet it is almost useless for the purposes the Administration intends.”
The Kurdish party, PJAK, which has also been reported to be covertly supported by the United States, has been operating against Iran from bases in northern Iraq for at least three years. (Iran, like Iraq and Turkey, has a Kurdish minority, and PJAK and other groups have sought self-rule in territory that is now part of each of those countries.) In recent weeks, according to Sam Gardiner, the military strategist, there has been a marked increase in the number of PJAK armed engagements with Iranians and terrorist attacks on Iranian targets. In early June, the news agency Fars reported that a dozen PJAK members and four Iranian border guards were killed in a clash near the Iraq border; a similar attack in May killed three Revolutionary Guards and nine PJAK fighters. PJAK has also subjected Turkey, a member of NATO, to repeated terrorist attacks, and reports of American support for the group have been a source of friction between the two governments.
Gardiner also mentioned a trip that the Iraqi Prime Minister, Nouri al-Maliki, made to Tehran in June. After his return, Maliki announced that his government would ban any contact between foreigners and the M.E.K.—a slap at the U.S.’s dealings with the group. Maliki declared that Iraq was not willing to be a staging ground for covert operations against other countries. This was a sign, Gardiner said, of “Maliki’s increasingly choosing the interests of Iraq over the interests of the United States.” In terms of U.S. allegations of Iranian involvement in the killing of American soldiers, he said, “Maliki was unwilling to play the blame-Iran game.” Gardiner added that Pakistan had just agreed to turn over a Jundallah leader to the Iranian government. America’s covert operations, he said, “seem to be harming relations with the governments of both Iraq and Pakistan and could well be strengthening the connection between Tehran and Baghdad.”
The White House’s reliance on questionable operatives, and on plans involving possible lethal action inside Iran, has created anger as well as anxiety within the Special Operations and intelligence communities. JSOC’s operations in Iran are believed to be modelled on a program that has, with some success, used surrogates to target the Taliban leadership in the tribal territories of Waziristan, along the Pakistan-Afghanistan border. But the situations in Waziristan and Iran are not comparable.
In Waziristan, “the program works because it’s small and smart guys are running it,” the former senior intelligence official told me. “It’s being executed by professionals. The N.S.A., the C.I.A., and the D.I.A.”—the Defense Intelligence Agency—“are right in there with the Special Forces and Pakistani intelligence, and they’re dealing with serious bad guys.” He added, “We have to be really careful in calling in the missiles. We have to hit certain houses at certain times. The people on the ground are watching through binoculars a few hundred yards away and calling specific locations, in latitude and longitude. We keep the Predator loitering until the targets go into a house, and we have to make sure our guys are far enough away so they don’t get hit.” One of the most prominent victims of the program, the former official said, was Abu Laith al-Libi, a senior Taliban commander, who was killed on January 31st, reportedly in a missile strike that also killed eleven other people.
A dispatch published on March 26th by the Washington Post reported on the increasing number of successful strikes against Taliban and other insurgent units in Pakistan’s tribal areas. A follow-up article noted that, in response, the Taliban had killed “dozens of people” suspected of providing information to the United States and its allies on the whereabouts of Taliban leaders. Many of the victims were thought to be American spies, and their executions—a beheading, in one case—were videotaped and distributed by DVD as a warning to others.
It is not simple to replicate the program in Iran. “Everybody’s arguing about the high-value-target list,” the former senior intelligence official said. “The Special Ops guys are pissed off because Cheney’s office set up priorities for categories of targets, and now he’s getting impatient and applying pressure for results. But it takes a long time to get the right guys in place.”
The Pentagon consultant told me, “We’ve had wonderful results in the Horn of Africa with the use of surrogates and false flags—basic counterintelligence and counter-insurgency tactics. And we’re beginning to tie them in knots in Afghanistan. But the White House is going to kill the program if they use it to go after Iran. It’s one thing to engage in selective strikes and assassinations in Waziristan and another in Iran. The White House believes that one size fits all, but the legal issues surrounding extrajudicial killings in Waziristan are less of a problem because Al Qaeda and the Taliban cross the border into Afghanistan and back again, often with U.S. and NATO forces in hot pursuit. The situation is not nearly as clear in the Iranian case. All the considerations—judicial, strategic, and political—are different in Iran.”
He added, “There is huge opposition inside the intelligence community to the idea of waging a covert war inside Iran, and using Baluchis and Ahwazis as surrogates. The leaders of our Special Operations community all have remarkable physical courage, but they are less likely to voice their opposition to policy. Iran is not Waziristan.”
A Gallup poll taken last November, before the N.I.E. was made public, found that seventy-three per cent of those surveyed thought that the United States should use economic action and diplomacy to stop Iran’s nuclear program, while only eighteen per cent favored direct military action. Republicans were twice as likely as Democrats to endorse a military strike. Weariness with the war in Iraq has undoubtedly affected the public’s tolerance for an attack on Iran. This mood could change quickly, however. The potential for escalation became clear in early January, when five Iranian patrol boats, believed to be under the command of the Revolutionary Guard, made a series of aggressive moves toward three Navy warships sailing through the Strait of Hormuz. Initial reports of the incident made public by the Pentagon press office said that the Iranians had transmitted threats, over ship-to-ship radio, to “explode” the American ships. At a White House news conference, the President, on the day he left for an eight-day trip to the Middle East, called the incident “provocative” and “dangerous,” and there was, very briefly, a sense of crisis and of outrage at Iran. “TWO MINUTES FROM WAR” was the headline in one British newspaper.
The crisis was quickly defused by Vice-Admiral Kevin Cosgriff, the commander of U.S. naval forces in the region. No warning shots were fired, the Admiral told the Pentagon press corps on January 7th, via teleconference from his headquarters, in Bahrain. “Yes, it’s more serious than we have seen, but, to put it in context, we do interact with the Iranian Revolutionary Guard and their Navy regularly,” Cosgriff said. “I didn’t get the sense from the reports I was receiving that there was a sense of being afraid of these five boats.”
Admiral Cosgriff’s caution was well founded: within a week, the Pentagon acknowledged that it could not positively identify the Iranian boats as the source of the ominous radio transmission, and press reports suggested that it had instead come from a prankster long known for sending fake messages in the region. Nonetheless, Cosgriff’s demeanor angered Cheney, according to the former senior intelligence official. But a lesson was learned in the incident: The public had supported the idea of retaliation, and was even asking why the U.S. didn’t do more. The former official said that, a few weeks later, a meeting took place in the Vice-President’s office. “The subject was how to create a casus belli between Tehran and Washington,” he said.
In June, President Bush went on a farewell tour of Europe. He had tea with Queen Elizabeth II and dinner with Nicolas Sarkozy and Carla Bruni, the President and First Lady of France. The serious business was conducted out of sight, and involved a series of meetings on a new diplomatic effort to persuade the Iranians to halt their uranium-enrichment program. (Iran argues that its enrichment program is for civilian purposes and is legal under the Nuclear Non-Proliferation Treaty.) Secretary of State Rice had been involved with developing a new package of incentives. But the Administration’s essential negotiating position seemed unchanged: talks could not take place until Iran halted the program. The Iranians have repeatedly and categorically rejected that precondition, leaving the diplomatic situation in a stalemate; they have not yet formally responded to the new incentives.
The continuing impasse alarms many observers. Joschka Fischer, the former German Foreign Minister, recently wrote in a syndicated column that it may not “be possible to freeze the Iranian nuclear program for the duration of the negotiations to avoid a military confrontation before they are completed. Should this newest attempt fail, things will soon get serious. Deadly serious.” When I spoke to him last week, Fischer, who has extensive contacts in the diplomatic community, said that the latest European approach includes a new element: the willingness of the U.S. and the Europeans to accept something less than a complete cessation of enrichment as an intermediate step. “The proposal says that the Iranians must stop manufacturing new centrifuges and the other side will stop all further sanction activities in the U.N. Security Council,” Fischer said, although Iran would still have to freeze its enrichment activities when formal negotiations begin. “This could be acceptable to the Iranians—if they have good will.”
The big question, Fischer added, is in Washington. “I think the Americans are deeply divided on the issue of what to do about Iran,” he said. “Some officials are concerned about the fallout from a military attack and others think an attack is unavoidable. I know the Europeans, but I have no idea where the Americans will end up on this issue.”
There is another complication: American Presidential politics. Barack Obama has said that, if elected, he would begin talks with Iran with no “self-defeating” preconditions (although only after diplomatic groundwork had been laid). That position has been vigorously criticized by John McCain. The Washington Post recently quoted Randy Scheunemann, the McCain campaign’s national-security director, as stating that McCain supports the White House’s position, and that the program be suspended before talks begin. What Obama is proposing, Scheunemann said, “is unilateral cowboy summitry.”
Scheunemann, who is known as a neoconservative, is also the McCain campaign’s most important channel of communication with the White House. He is a friend of David Addington, Dick Cheney’s chief of staff. I have heard differing accounts of Scheunemann’s influence with McCain; though some close to the McCain campaign talk about him as a possible national-security adviser, others say he is someone who isn’t taken seriously while “telling Cheney and others what they want to hear,” as a senior McCain adviser put it.
It is not known whether McCain, who is the ranking Republican on the Senate Armed Services Committee, has been formally briefed on the operations in Iran. At the annual conference of the American Israel Public Affairs Committee, in June, Obama repeated his plea for “tough and principled diplomacy.” But he also said, along with McCain, that he would keep the threat of military action against Iran on the table. ♦

MAD KING GEORGE BUSH—THE ANTI WAR PRESIDENT—HA HA.
How has George Bush reacted to the hell he created in Iraq, to the thousands of lives that have been lost in the war, and to the enormous and endless suffering that the survivors of the victims -- their loved ones -- have had to endure?
I've always felt that impressions are very important in life, and other than "first impressions," they are usually right. Why? Because impressions, we know, are formed over a period of time. They are the accumulation of many words and incidents, many or most of which one has forgotten, but which are nonetheless assimilated into the observer's subconscious and thus make their mark. In other words, you forgot the incident, but it added to the impression. "How do you feel about David? Do you feel he's an honest person?" "Yeah, I do." "Why do you say that about him? Can you give me any examples that would cause you to say he's honest?" "No, not really, at least not off the top of my head. But I've known David for over ten years, and my sense is that he's an honest person."
I have a very distinct impression that with the exception of a vagrant tear that may have fallen if he was swept up, in the moment, at an emotional public ceremony for American soldiers who have died in the war, George Bush hasn't suffered at all over the monumental suffering, death, and horror he has caused by plunging this nation into the darkness of the Iraq war, probably never losing a wink of sleep over it. Sure, we often hear from Bush administration sources, or his family, or from Bush himself, about how much he suffers over the loss of American lives in Iraq. But that dog won't run. How do we just about know this is nonsense? Not only because the words he has uttered could never have escaped from his lips if he were suffering, but because no matter how many American soldiers have died on a given day in Iraq (averaging well over two every day), he is always seen with a big smile on his face that same day or the next, and is in good spirits. How would that be possible if he was suffering? For example, the November 3, 2003, morning New York Times front-page headline story was that the previous day in Fallouja, Iraq, insurgents "shot down an American helicopter just outside the city in a bold assault that killed 16 soldiers and wounded 20 others. It was the deadliest attack on American troops since the United States invaded Iraq in March." Yet later in that same day when Bush arrived for a fund-raiser in Birmingham, Alabama, he was smiling broadly, and Mike Allen of the Washington Post wrote that "the President appeared to be in a fabulous mood." This is merely one of hundreds of such observations made about Bush while the brutal war continued in Iraq.
And even when Bush is off camera, we have consistently heard from those who have observed him up close how much he seems to be enjoying himself. When Bush gave up his miles of running several times a week because of knee problems, he took up biking. "He's turned into a bike maniac," said Mark McKinnon in March of 2005, right in the middle of the war. McKinnon, a biking friend of Bush's who was Bush's chief media strategist in his 2004 reelection campaign, also told the New York Times's Elisabeth Bumiller about Bush: "He's as calm and relaxed and confident and happy as I've ever seen him." Happy? Under the horrible circumstances of the war, where Bush's own soldiers are dying violent deaths, how is that even possible?
In a time of war and suffering, Bush's smiles, joking, and good spirits stand in stark contrast to the demeanor of everyone of his predecessors and couldn't possibly be more inappropriate. Michael Moore, in his motion picture documentary Fahrenheit 9/11, captured this fact and the superficiality of Bush well with a snippet from a TV interview Bush gave on the golf course following a recent terrorist attack. Bush said, "I call upon all nations to do everything they can to stop these terrorist killers. Thank you." Then, without missing a single beat, he said in reference to a golf shot he was about to hit: "Now watch this drive."
Before I get into specific instances of Bush laughing and having fun throughout the entire period of the inferno he created in Iraq, I want to discuss a number of more indirect but revealing incidents that reflect he could not care less about the human suffering and carnage going on in Iraq, or anywhere.
1. The first inkling I got that Bush didn't care about the suffering or anyone, not just those dying in Iraq, was from an article in the September 22, 2001, New York Times just eleven days after 9/11. Though 3,000 Americans had been murdered and the nation was in agony and shock, the man who should have been leading the mourning was, behind the scenes, not affected in the tiniest way. The article, by Frank Bruni, said that "Mr. Bush's nonchalant, jocular demeanor remains the same. In private, say several Republicans close to the administration, he still slaps backs and uses baseball terminology, at one point promising that the terrorists were not 'going to steal home on me.' He is not staying up all night, or even most of the night. He is taking time to play with his dogs and his cat. He is working out most days." So right after several thousand Americans lost their lives in a horrible catastrophe, behind the scenes Bush is his same old backslapping self, and he's not letting the tragedy interfere in the slightest way with the daily regimen of his life that he enjoys.
In fact, he himself admitted to the magazine Runners World (August 23, 2002) that after the Afghanistan war began: "I have been running with a little more intensity . . . It helps me to clear my mind." (In other words, Bush likes to clear his mind of the things he's supposed to be thinking about.) Remarkably finding time in the most important job on earth to run six days a week, Bush added: "It's interesting that my times have become faster . . . For me, the psychological benefit [in running] is enormous. You tend to forget everything that's going on in your mind and just concentrate on the time and distance." But even this obscene indulgence after 9/11 and during wartime by the man with more responsibility than anyone in the world wasn't enough for Bush. He told the magazine: "I try to go for longer runs, but it's tough around here at the White House on the outdoor track. It's sad that I can't run longer. It's one of the saddest things about the presidency." Imagine that. Among all the things that the president of the United States could be sad about during a time of war, not being able to run longer six days a week is up there near the top of the list.
A New York Times article not long after 9/11 (November 5, 2001) reported that Bush had told his friends (obviously with pride) that "his runs on the Camp David trails through the Maryland woods have produced his fastest time in a decade, three miles in 21 minutes and 6 seconds." USA Today (October 29, 2001) reported that Bush used to run 3 miles in 25 minutes and now he was "boasting to friends and staffers" about his new time, and was "now running 4 miles a day."
So with his approval rating soaring to 90 percent in the wake of 9/11 -- and with his being the main person in America whose job required that he be totally engaged every waking hour in working diligently on this nation's response to 9/11 -- Bush, remarkably, was working diligently on improving his time for the mile. I ask you, what American president in history, Republican or Democrat, would have conducted himself this way?
2. One thing about Bush. He's so dense that he makes remarks an intelligent person who was as much of a scoundrel as he would never make. They'd keep their feelings, which they would know to be very shameful, to themselves. On December 21, 2001, just a few months after 9/11 -- a tragedy that shocked the nation and the world in which 3,000 Americans were consumed by fires, some choosing to jump to their deaths out of windows eighty or more stories high -- Bush, who could only have been thinking of himself, told the media: "All in all, it's been a fabulous year for Laura and me." He said this because that is exactly the way he felt. What difference does 9/11 make? I'm president. I love it, and Laura and I are having a ball.
Indeed, on January 20, 2005, right in the midst of the hell on earth Bush created in Iraq -- when the carnage there was near its worst and American soldiers and Iraqi citizens were dying violent deaths every day -- Bush, referring to himself and his wife, told thousands of partying supporters at one of his nine inaugural balls: "We're having the time of our life." Can you even begin to imagine Roosevelt in the midst of the Second World War, Truman during the Korean War, or LBJ and Nixon during the Vietnam War, saying something like this?
3. Does it not stand to reason that if Bush were suffering over the daily killings and tragedy in Iraq, he would be working every waking hour to lessen the mounting number of casualties as well as find a way to satisfactorily end the terrible conflict? I mean, as president, that's what you'd expect of him, right? Isn't that his job? Yet we know that although Bush is still in office, he has already spent far more time on vacation than any other president in American history. For instance, by April 11, 2004 (he was inaugurated January 20, 2001), he had visited his cherished ranch in Crawford a mind-boggling thirty-three times and spent almost eight months of his presidency there.
Although the office of the presidency follows the president wherever he goes twenty-four hours a day, and at least some part of every day on vacation, no matter how small, was spent by Bush attending to his duties as president, we also know that Bush's main purpose when he goes on vacation, obviously and by definition, is to vacation, not work. CBS News White House correspondent Mark Knoller, who travels with Bush and keeps track of such things, told me that as of January 1, 2008, in Bush's less than seven years as president, he visited his ranch in Texas an unbelievable 69 times, spending, per Knoller, "all or part of 448 days on vacation there." As amazing as this is, Bush also made, Knoller says, 132 visits to Camp David during this period, spending "all or part of 421 days there," and 10 visits to his family's vacation compound at Kennebunkport, Maine, spending "all or part of 39 days there."
So the bottom line is that of a total of approximately 2,535 days as president, most of them during a time of war, Bush spent all or a part or 908 days, an incredible 36 percent of his time, on vacation or at retreat places. Hard to believe, but true. Nine hundred and eight days is two and a half years of Bush's presidency. Two and a half years of the less than seven years of his presidency in which his main goal was to kick back and have fun. You see, the White House digs, with a pool, theater, gymnasium, etc., weren't enjoyable enough for Bush. He wanted a more enjoyable place to be during his life as president. *
Even Americans who lead a more normal life than I, even fat-cat corporate executives, haven't taken anywhere near the time away from their work that Bush has. Indeed, I think we can safely say that even though Bush has the most important and demanding job in this entire land, he has irresponsibly taken far more time off from his job to have fun during the past seven years than any worker or company executive in America!!! Is Bush, or is he not, a disgrace of the very first order?
*Remarkably, during his campaign for reelection in 2004 Bush very frequently spoke of the "hard work" he and his administration were engaging in. This was the first time I had ever heard an American president speak of the "hard work" involved in his job. I have heard them speak of the immense "burden" of the office of the presidency being responsible for the destiny and welfare of millions of people. But you see, for someone like Bush who was born on home plate and thought he had hit a home run, anything he does, any effort at all, he considers "hard work."
MAY THIS MAN CRASH AND BURN IN HELL. MAYBE HIS GOD WILL FIND WORK FOR HIM TO DO. HIS FUNERAL WILL BE BY INVITATION ONLY. PLEASE INVITE ME, PLEASE!!!!

THE biggest gift President Bush has given his party this year was to keep his daughter’s wedding nearly as private as Connie Corleone’s.
Now that his disapproval rating has reached the Nixon nadir of negativity, even a joyous familial ritual isn’t enough to make the country glad to see him. The G.O.P.’s best hope would be for both the president and Dick Cheney to lock themselves in a closet until the morning after Election Day.
Republicans finally recognized the gravity of their situation three days after Jenna Bush took her vows in Crawford. As Hillary Clinton romped in West Virginia, voters in Mississippi elected a Democrat in a Congressional district that went for Bush-Cheney by 25 percentage points just four years ago. It’s the third “safe” Republican House seat to fall in a special election since March.
Party leaders have been haplessly trying to identify possible remedies ever since. It didn’t help that their recent stab at an Obamaesque national Congressional campaign slogan, “The Change You Deserve,” was humiliatingly identified as the advertising pitch for the anti-depressant Effexor. (If they’re going to go the pharmaceutical route, “Viva Viagra” might be more to the point.) Yet for all the Republican self-flagellation, it’s still not clear that the party even understands the particular dimensions of its latest defeat and its full implications for both Congressional races and John McCain in November.
The Mississippi election was actually a runoff, required by law after a preliminary vote left neither candidate with the required 50 percent. In the last round, on April 22, the Democrat, Travis Childers, beat the Republican, Greg Davis, 49 percent to 46 percent. (The rest went to minor candidates.) On Tuesday, that margin increased dramatically: the Republican remained at 46 percent while the Democrat jumped to 54 percent.
What happened in the intervening three weeks helps explain why. The G.O.P. didn’t merely step up its expensive negative campaign, attempting to take down Mr. Childers (who is a white, conservative Democrat) by linking him with Mr. Obama, a ranting Rev. Jeremiah Wright and Nancy Pelosi. It also brought in the party’s big guns. Mr. Bush and Mr. McCain recorded mass phone pitches for Mr. Davis. Karl Rove and Mr. Cheney campaigned for him.
The vice president’s visit was last Monday, the centerpiece of a get-out-the-vote rally in DeSoto County, a G.O.P. stronghold. “We’ll put our shoulders to the wheel for John McCain,” the vice president promised as he bestowed his benediction on Mr. Davis. Well, he got out the vote all right. In the election results the next day, the Childers total in DeSoto County increased 142 percent, while the Davis count went up only 47 percent.
The district as a whole is the second whitest in Mississippi. (Its black population is 27.2 percent.) It’s the sole district Mr. Obama lost to Mrs. Clinton in the state’s Democratic primary in March. Yet even in this unlikely political terrain the combination of a race-based Republican campaign and the personal intervention of Mr. Cheney energized enough white moderates and black voters to flip the district to the Democrats. Keep in mind, it’s the Deep South we’re talking about here. Imagine how the lethal combination of the Bush-Cheney brand and backlash-inducing G.O.P. race-baiting could whip up a torrential turnout by young voters, black voters and independents in true swing states farther north and west.
Just 36 hours after the Mississippi debacle, Mr. McCain tried to distance himself from the administration by flip-flopping on his signature issue, Iraq, suddenly endorsing just the kind of timetable for withdrawal he has characterized as “surrender” when proposed by Democrats or Mitt Romney. (When Mr. McCain proposes it, he labels it “victory.”)
But hardly had Mr. McCain spoken than his message was upstaged by Mr. Bush’s partisan political speech in Israel.
The president implied that Mr. Obama would have enabled the Nazis even more foolishly than his own grandfather, Prescott Bush, did in the 1930s when he maintained “investment relationships with Hitler’s Germany,” as Kevin Phillips delicately describes it in “American Dynasty.” (READ THIS BOOK. IT DOCUMENTS THAT W's GRANDFATHER FINANCED THE REARMING OF NAZI GERMANY--FOR MONEY) Another book to read is listed on the sidebar of this blog. It documents how Prescott Book sold America and the Jews down the river by supplying the Nazis with 30% of Hitler's armaments during the runup to and the first 3 years of America's involvement in WWII. How the grandson could face the Knesset on the 60th anniversary of the birth of Israel is simply "chutzbah".W ahould have hid his face in sham.
"Dumber than Dumb" John McCain, instead of distancing himself from these self righteous remarksby Bush and his self hating Jew, Senator Lieberman, who would sell out the Jews in America for 30 schekles of gold (The "Traitor Twins"), "doubled down" by embracing those disgusting remarks.
Mr. McCain’s Iraq stunt was his second effort in a week to flee Mr. Bush, following a speech bemoaning administration inaction on climate change. These gambits were in turn preceded by Mr. McCain’s attack on the White House response to Hurricane Katrina. Too bad he took this strong stand nearly three years after it might have sped relief to those suffering in New Orleans.
The McCain campaign is hoping that such showy, if tardy, departures from Bush-Cheney doctrine will constitute a galaxy of Sister Souljah moments, each with headlines reading “McCain Breaks With Bush on...” and the usual knee-jerk press references to Mr. McCain as a “maverick.” Enough of these, you see, and those much-needed independent voters might be flimflammed into believing that the G.O.P. candidate bears no responsibility for the administration’s toxically unpopular policies.
You can’t blame him for trying. Independents favor Democrats over Republicans on most issues, according to the April New York Times/CBS News poll, including the economy (by 30 points), Iraq (by 13 points) and health care (48 points).
But are independents suckers? They’d have to be to fall for the pitch that Mr. McCain is an apostate in his own party in 2008. He has been an outspoken Bush defender since helping him sell the Iraq war in 2002 and barnstorming for him in 2004. Despite Mr. McCain’s campaign claims to the contrary, he never publicly called for the firing of Donald Rumsfeld. He is still one of the president’s most stalwart supporters in Congress, even signing on to the president’s wildly unpopular veto of an expansion of children’s health insurance.
Mr. McCain’s one major domestic policy rebellion, over the Bush tax cuts, has long since been ditched. Last Sunday on ABC’s “This Week,” his economic surrogate, Carly Fiorina, implied that Mr. McCain would make budgetary ends meet by cutting earmarks — federal pork that, in her inflated estimate, amounted to $42 billion over the past two years. But even if he cut all $42 billion, total federal spending would still be reduced by only 0.78 percent.
Hard as it is for Mr. McCain to run from the Bush policies he supports, it will be far harder to escape from Mr. Bush and Mr. Cheney themselves. When Mr. McCain accepted Mr. Bush’s endorsement at the White House in March, he referred three times to the president’s “busy schedule,” as if wishing aloud that the lame-duck incumbent would have no time to appear at, say, get-out-the-vote rallies. Alas, Mr. Bush and company are not going gently into retirement.
Just look at Mr. Rove. Some Democrats are outraged that he is now employed as a pundit by Newsweek and The Wall Street Journal as well as Fox News. Instead of complaining, they should be thrilled that Mr. Rove keeps inviting Republican complacency by constantly locating silver linings in the party’s bad news. His ubiquitous TV presence as a thinly veiled McCain surrogate has the added virtue of wrapping the Republican ticket in a daily and suffocating Bush bearhug, since Mr. Rove is far more synonymous with his former boss than Mr. Obama is with his former pastor.
The Democrats can only hope that Mr. Rove will be a color commentator, so to speak, at the conventions. The parties’ weeklong infomercials are shaping up as quite a study in contrasts. For all the fears of a Democratic civil war, the planets may be aligning for a truce, and possibly a celebration. As fate has it, the nominee’s acceptance speech is scheduled for the night of Aug. 28, exactly 45 years after the Rev. Dr. Martin Luther King Jr. electrified the nation with “I Have a Dream.”
The next day brings another anniversary: Mr. McCain turns 72. And then, on Sept. 1, comes the virtually all-white G.O.P. vaudeville in Minneapolis-St. Paul. You’ll be pleased to know the show will go on despite the fact that the convention manager, chosen by the McCain campaign, had to resign last weekend after being exposed as the chief executive of a lobbying and consulting firm hired by the military junta in Myanmar.
The conventioneers will arrive via the airport whose men’s room was immortalized by a Republican senator still serving the good people of Idaho. This will be a most picturesque backdrop to the party’s eternal platform battles over family values, from same-sex marriage to abortion.
For good measure, antiwar demonstrators from within the G.O.P. — Ron Paul devotees — could provide at least a smidgen of the 1968-style disruptions the Democrats may avoid. In April, the Nevada Republican state convention abruptly adjourned in midsession after the Paul forces won rule changes. The Los Angeles Times reported last week that other Paul cadres, operating below the national press’s radar, have also been fighting guerrilla battles “at county and state conventions from Washington and Missouri to Maine and Mississippi.”
Already one of the national convention’s de facto hosts — Minnesota’s endangered Senator Norm Coleman — is frantically trying to save his seat by disowning his record as an Iraq war booster and disentangling himself from the president. Good luck! But how can Mr. McCain escape the dread specter of this White House at the convention? Surely Mr. Bush will exercise his prerogative to address the nation in prime time.
Unless, of course, Labor Day week just happens to be the perfect moment for a second Bush daughter to tie the knot in Crawford. Bush should be so lucky.

BUSH AND McCAIN, THE "CLONE", WILL FINISH OFF WHATEVER IS LEFT OF THE GOP.
Big picture, May 2008:
The Democrats aren't the ones falling apart, the Republicans are. The Democrats can see daylight ahead. For all their fractious fighting, they're finally resolving their central drama. Hillary Clinton will leave, and Barack Obama will deliver a stirring acceptance speech. Then hand-to-hand in the general, where they see their guy triumphing. You see it when you talk to them: They're busy being born.

The Republicans? Busy dying. The brightest of them see no immediate light. They're frozen, not like a deer in the headlights but a deer in the darkness, his ears stiff at the sound. Crunch. Twig. Hunting party.
The headline Wednesday on Drudge, from Politico, said, "Republicans Stunned by Loss in Mississippi." It was about the eight-point drubbing the Democrat gave the Republican in the special House election. My first thought was: You have to be stupid to be stunned by that. Second thought: Most party leaders in Washington are stupid – detached, played out, stuck in the wisdom they learned when they were coming up, in '78 or '82 or '94. Whatever they learned then, they think pertains now. In politics especially, the first lesson sticks. For Richard Nixon, everything came back to Alger Hiss.
They are also – Hill leaders, lobbyists, party speakers – successful, well-connected, busy and rich. They never guessed, back in '86, how government would pay off! They didn't know they'd stay! They came to make a difference and wound up with their butts in the butter. But affluence detaches, and in time skews thinking. It gives you the illusion you're safe, and that everyone else is. A party can lose its gut this way.
Many are ambivalent, deep inside, about the decisions made the past seven years in the White House. But they've publicly supported it so long they think they . . . support it. They get confused. Late at night they toss and turn in the antique mahogany sleigh bed in the carpeted house in McLean and try to remember what it is they really do think, and what those thoughts imply.
And those are the bright ones. The rest are in Perpetual 1980: We have the country, the troops will rally in the fall.
"This was a real wakeup call for us," someone named Robert M. Duncan, who is chairman of the Republican National Committee, told the New York Times. This was after Mississippi. "We can't let the Democrats take our issues." And those issues would be? "We can't let them pretend to be conservatives," he continued. Why not? Republicans pretend to be conservative every day.
The Bush White House, faced with the series of losses from 2005 through '08, has long claimed the problem is Republicans on the Hill and running for office. They have scandals, bad personalities, don't stand for anything. That's why Republicans are losing: because they're losers.
All true enough!
But this week a House Republican said publicly what many say privately, that there is another truth. "Members and pundits . . . fail to understand the deep seated antipathy toward the president, the war, gas prices, the economy, foreclosures," said Rep. Tom Davis of Virginia in a 20-page memo to House GOP leaders.
The party, Mr. Davis told me, is "an airplane flying right into a mountain." Analyses of its predicament reflect an "investment in the Bush presidency," but "the public has just moved so far past that." "Our leaders go up to the second floor of the White House and they get a case of White House-itis."
Mad King George Bush has left the party at a disadvantage in terms of communications: "He can't articulate. The only asset they have now is the big microphone, and he swallowed it." The party, said Mr. Davis, must admit its predicament, act independently of the White House, and force Democrats to define themselves. "They should have some ownership for what's going on. They control the budget. They pay no price. . . . Obama has all happy talk, but it's from 30,000 feet. Energy, immigration, what is he gonna do?"

Could the party pivot from the president? Clarke Reed of Mississippi, one of the great architects of resurgent Republicanism in the South has said it all. When Reed started out, in the 1950s, there were no Republicans in his state. The solid south was solidly Democratic, and Sen. James O. Eastland was thumping the breast pocket of his suit, vowing that civil rights legislation would never leave it. "We're going to build a two-party system in the south," Mr. Reed said. He helped create "the illusion of Southern power" as a friend put it, with the creation of the Southern Republican Chairman's Association. "If you build it they will come." They did.
There are always "lots of excuses," Mr. Reed said of the special-election loss. Poor candidate, local factors. "Having said all that," he continued, "let's just face it: It's not a good time." He meant to be a Republican. "They brought Cheney in, and that was a mistake." He cited "a disenchantment with the generic Republican label, which we always thought was the Good Housekeeping seal."
What's behind it? "American people just won't take a long war. Just – name me a war, even in a pro-military state like this. It's overall disappointment. It's national. No leadership, adrift. Things haven't worked." The future lies in rebuilding locally, not being "distracted" by Washington.
Is the Republican solid South over?
"Yeah. Oh yeah." He said, "I eat lunch every day at Buck's Cafe. Obama's picture is all over the wall."
Should the party attempt to break with Bush? Reed said he supports the president. And then he said, simply, "We're past that."
We're past that time.
Reed said he was "short-term pessimistic, long-term optimistic." He has seen a lot of history. "After Goldwater in '64 we said, 'Let's get practical.' So we got ol' Dick. We got through Watergate. Been through a lot. We've had success a long time."
There was a Reed refrain: "We got through that." We got through Watergate and Vietnam and changes large and small.
He was holding high the flag, but his refrain implicitly compared the current moment to disaster.
What happens to the Republicans in 2008 will likely be dictated by what didn't happen in 2005, and '06, and '07. The moment when the party could have broken, on principle, with the administration – over the thinking behind and the carrying out of the war, over immigration, spending and the size of government – has passed. What two years ago would have been honorable and wise will now look craven. They're stuck.
Bush has squandered the hard-built paternity of 40 years. But so has the party, and so have its leaders. If they had pushed away for serious reasons, they could have separated the party's fortunes from the president's. This would have left a painfully broken party, but they wouldn't be left with a ruined "brand," as they all say, speaking the language of marketing. And they speak that language because they are marketers, not thinkers. Not serious about policy. Not serious about ideas. And not serious about leadership, only followership.
This is and will be the great challenge for "Clone" McCain: The Democratic argument, now being market tested by Obama Inc., that a McCain victory will yield nothing more or less than George Bush's third term.
That is going to be powerful, and it is going to get out the vote. And not for Republicans.
Clean out the Shit in Washington and let it float down the Potomac. Vote for Obama!!!!

BUSH IS MARGINALIZED AND PUT IN HIS PLACE BY SAUDI ROYALTY.
He got the finger from Saudi royalty on bended knee. He should resign now before his "clone" John McCain is nominated by the GOP.
We don't know who advised Mad King Bush to go on bended knee to Saudi Arabia yesterday, to plead with King Abdullah to ramp up oil supply and ease prices at the American gas pump. But about that adviser, our suggestion to the President is: Fire him – or her, and then Bush should resign.
A cardinal rule of presidential diplomacy is never to ask publicly for favors unless you know in advance they will be granted. The same request by Bush had already been rebuffed by the Saudis during his visit to Riyadh in January. This time around, the Saudi response was particularly blunt and condescending:
"If you want more oil, you need to buy it," said Ali al-Naimi, the Saudi oil minister.
This second presidential humiliation comes even as the Administration is defending its decision to sell the House of Saud billions of dollars in advanced weapons, over the increasingly hectic objections of New York Senator Chuck Schumer. The Administration is also proposing to help the Saudis develop civilian nuclear reactors to provide for their energy needs. That may help the Kingdom export more oil by easing its domestic requirements. But we await the explanation for why the world needs another politically unstable Islamic theocracy in possession of radioactive fuel rods.
It isn't clear how much reserve oil-pumping capacity the Saudis have at their disposal. According to Mr. Naimi, they have already increased supply in recent months by 300,000 barrels a day, to 1.7 million, and much of the remaining crude may be difficult to refine. As it is, rising prices are less a reflection of inadequate supply than they are of the dollar's collapse. For proof, look no further than Europe, where gas prices haven't risen nearly as sharply as they have in the U.S.
We never like to see an American President of either party go begging. But if Bush really needs to beseech a political authority, he'd be better served turning to "appeaser", Barack Abama, the next President of the United States. Wouldn't that be the ultimate humiliation for this "Emperor WhoNever had Clothes".

So far, the 2008 election has focused on growing challenges at home, including the fallout from the sub-prime mortgage crisis, escalating gas prices, and health care for millions of uninsured. But another leading policy challenge for the next administration is cleaning up the mess from the Bush administration's national security policies and making a clean break from the past seven years. Speaking at the Center for American Progress yesterday, Sen. Chuck Hagel (R-NE) offered a vision for moving forward: "Military power alone will not achieve the great objectives that are going to be required to meet these new 21st century challenges; it's going to require a 21st century framework of thinking, of policymaking, of structure." Hagel suggested that "reintroducing America to the world will be as important as any one thing this next President has to do, because if we lose the next generation of the world, the problems will then be so immense that we will never be able to get out from under them." Hagel's view is rare among conservatives, most of whom continue to march in lockstep with President Bush's disastrous national security policies. Acknowledging that Iraq continues to be mired in violence, Hagel stressed once again that "there is no military solution in Iraq, [and] the military guys understand that more than anyone, because we put all the burden on them. All the burden on them."
NO END IN SIGHT IN IRAQ: American troops continued to bear that burden this week as they pushed further into Baghdad's Sadr City neighborhood. The intense house-to-house combat, with Americans essentially fighting on behalf of one Shi'a political party against another, is more proof of the failure of the Bush administration's policy of military occupation. Humanitarian groups have reported that "entire sections of Sadr City have been largely abandoned by civilians fleeing" the fighting. Additionally, more residents were warned to leave their houses, signaling another new push deeper into the neighborhood. U.S. forces have also begun to see an uptick in violence in Iraq's Anbar province , which threatens the fragile gains of the tribal "awakening" strategy which has been a centerpiece of the surge. Despite attempts by conservative war supporters to present every piece of Iraqi government legislation as a major breakthrough, there is no indication yet that Iraqis are prepared to make the compromises necessary to establish a sustainable political order.
STRAIN ON THE MILITARY: Illustrating the massive burden that the continuing wars in Iraq and Afghanistan have put on U.S. military readiness, Gen. Richard A. Cody stated in congressional testimony last month that "operational requirements and lack of training time between deployments have affected the Army's preparedness for the full spectrum of military missions." Cody testified that "the current demand for our forces in Iraq and Afghanistan exceeds the sustainable supply and limits our ability to provide ready forces for other contingencies." On Thursday, USA Today reported that, according to Pentagon records, "more than 43,000 U.S. troops listed as medically unfit for combat in the weeks before their scheduled deployment to Iraq or Afghanistan since 2003 were sent anyway." According to statistics based on health assessment forms filled out by medical personnel at military installations , "the number of troops who[m] doctors found non-deployable but who were still sent to Iraq or Afghanistan fluctuated from 10,854 in 2003, down to 5,397 in 2005, and back up to 9,140 in 2007." The war continues to put a strain on U.S. taxpayers. This week, Congress is considering a bill worth $195 billion to fund military and diplomatic operations in Iraq and Afghanistan into next spring. This legislation could also include a new "G.I. bill modernization bill ," written by Hagel and Sen. Jim Webb (D-VA), which would dramatically increase benefits given to veterans to pay for college. President Bush has thus far declined to support the G.I. bill legislation, and the Pentagon claims it would "harm" retention rates.
THE CONTINUING AL QAEDA THREAT: America's heavy investment in Iraq comes at the cost of ignoring threats emerging from Pakistan's Federally Administered Tribal Areas, where al Qaeda is believed to have found shelter as it continues to plan violence against Americans. Citing the State Department's Country Reports on Terrorism, 2007, released last week, the New York Times reported that "terrorist attacks against noncombatants more than doubled in Pakistan from 2006 to 2007, reflecting the growing violence in the country’s turbulent tribal areas and new bombings against Pakistani government officials and security services." Amb. Dell Dailey, the State Department's top counterterrorism official, also stated in a press conference on the report that "core elements of al Qaeda are adaptable and resilient, and al Qaeda and associated networks remain our greatest terrorist threat to the United States and its partners." A new report from the Senate Homeland Security and Governmental Affairs Committee noted that the United States has yet to develop a communications plan to counter extremist messages on the Internet. "Because the Internet's easy access makes it possible for al-Qaida and other terrorist sympathizers to spread their beliefs and recruit new followers, the government needs a coordinated and thorough response that it currently lacks." This, unfortunately, is another burden that the Bush administration will pass along to the next.

WHO IS THE MADDEST OF THEM ALL?
This was just posted on "RAW STORY". This confirms my demand that we should request his naval medical records and his 201 file from McCain. McCain may be too unstable to be Commander-In-Chief.

"John McCain's temper is well documented. He's called opponents and colleagues "shitheads," "assholes" and in at least one case "a fucking jerk."
But a new book on the presumptive Republican nominee will air perhaps the most shocking angry exchange to date.
The Real McCain by Cliff Schecter, which will arrive in bookstores next month, reports an angry exchange between McCain and his wife that happened in full view of aides and reporters during a 1992 campaign stop. An advance copy of the book was obtained by RAW STORY.
Three reporters from Arizona, on the condition of anonymity, also let me in on another incident involving McCain's intemperateness. In his 1992 Senate bid, McCain was joined on the campaign trail by his wife, Cindy, as well as campaign aide Doug Cole and consultant Wes Gullett. At one point, Cindy playfully twirled McCain's hair and said, "You're getting a little thin up there." McCain's face reddened, and he responded, "At least I don't plaster on the makeup like a trollop, you cunt." McCain's excuse was that it had been a long day. If elected president of the United States, McCain would have many long days.
The man who was known as "McNasty" in high school has erupted in foul-languaged tirades at political foes and congressional colleagues more-or-less throughout his career, and his quickness to anger has been an issue on the presidential campaign trail as evidence of his fury has surfaced.
As Schecter notes, McCain's rage is not limited to the political spectrum, and even his family cannot be spared the brute force of his anger.
Schecter, who also blogs at The Agonist, said in an interview the anecdote is "an early example of his uncontrollable temper." In the book he outlines several other examples of McCain losing his cool and raises the question of how that would affect a McCain presidency.
What should voters make of this pattern? In February 2008 Tim Russert succinctly described McCain on MSNBC's Morning Joe. A devilish grin spread from ear to ear as Russert, no McCain hater, leaned forward and spoke in a whisper, "He likes to fight." Russert got it right. But the big question isn't whether McCain likes to fight: it's who, when, and how.
The exchange between McCain and his wife was not reported anywhere when it happened, Schecter said (a LexisNexis database search confirms this). In 1992, McCain's mention in the national media revolved mostly around his involvement in the Keating Five scandal, and only local reporters closely followed his re-election bid.
McCain is well known for his rapport with the national media covering his presidential bid (he's jokingly referred to the press as "my base"), but Schecter said this incident was buried not out of fealty to the Arizona senator. Rather, it was uneasiness about how to get such a coarse exchange into a family newspaper, and he didn't fault the local press for not covering the incident.
"Members of the media are squeamish covering stuff like this so they let it go," Schecter told RAW STORY in an interview Monday. "Back in '92, when people use naughty words, [reporters] don't know as much what to do with it."
Much has changed since then. President Bush's reference to a New York Times reporter as a "major league asshole" was reported in at least 47 newspapers during the 2000 campaign, when the off-color remark was overheard, according to a database search. And more than a dozen newspapers have reported Dick Cheney's recommendation that Sen. Patrick Leahy "fuck yourself."
McCain and his aides have brushed off suggestions that his temper could impede his ability to perform the sometimes-delicate tasks asked of a president. The candidate was asked about his legendary temper last week on "Fox News Sunday," where he cited his ability to work "across the aisle" while in the Senate.
"You can't scare people or intimidate them if you're going to reach agreement with your colleagues and your contemporaries And I've worked hard at that, and that's what the American people want," McCain said. " The second thing is if I lose my capacity for anger, then I shouldn't be president of the United States. ... When I see the waste and corruption in Washington, I get angry."
McCain's campaign did not return a call from RAW STORY seeking comment Monday morning.
Schecter says McCain's anger is much more than a passion for the issues. One can only imagine what would happen if McCain were to try to squeeze that temper into the tight confines of diplomacy.
"The public certainly has to know what this guy might do as president," Schecter says. Examples like the ones in his book "should worry people, quite frankly."

Folks:
I just spent the entire morning watching Petraeus and Crocker give their "crock" on the surge.
Here's a wrap up of the morning hearings. Only four more hours to go...
1. Petraeus and Crocker refuse to tell us what our long term strategy is in Iraq, holding to the weak excuse that they can't make predictions into the future. But they have no problem making scary predictions into the future about what will happen if we withdraw. Contradiction? I think so.
2. Iran is the new Al Qaeda. A large portion of the questioning from Martinez, Lieberman, Graham was based on trying blame Iran from what happened in Basra. But as Senator Jack Reed pointed out the Iranians are actually supporting all of the various Shi'a groups in Iraq, including those in league with the central government.
3. John McCain still seems to be confusing his Shi'a and his Sunnis. He seems to have this recurring problem and if he becomes president and does this in some international forum it will be really, really bad.
4. Ryan Crocker continues to present a rosy picture of what happened in Basra last week, saying that it has strengthened Maliki's hand. But news on the ground today seems to undermine this claim with Sadr actually picking up support from various religious leaders.
5. When asked by Senator John Warner whether Iraq was making us safer, Petraeus kept hedging and stated that it would ultimately be up to history. Not very comforting. And for those who argue that it's not his job to answer that question. The president has made it his job, by ignoring the advice of other more senior military leaders and going straight to Petraeus.
6. Petraeus and Crocker can't tell us if political reconciliation, the whole point of the surge, is actually happening.
What a waste of time, money and lives. All of you must read "THE BUSH TRAGEDY" by Jacob Weisberg. The American people are the beneficiaries of this crazy man. Why is he still there? Doesn't anyone have the "cajones" to get rid of this guy? I would start a fighting withdrawal tomorrow after the Congress declines to fund it by a vote that Bush cannot veto.
